Is Vancouver mayor right with his latest attack on the National Energy Board?

Today he called the NEB’s work  "flawed and biased” when it imposed 157 conditions on approval of the Trans Mountain Expansion Project. An examination of the report suggests that the analysis of Calgary mayor Naheed Nenshi might be closer to the truth. Nenshi says anti-pipeline Robertson is using numbers "completely out of context.” If you want to judge for yourself whether the NEB did its job, download the PDF and enter the search term “city of Vancouver”. In 62 mentions, it would seem that the city’s views were carefully and respectfully considered, and subjected to the same ground-truthing as claims made by project proponents and others. It looks to us like the NEB is doing the job Parliament gave it.
